Blower was stucked at blue circle point of pic. (click pic)
There are build up corrosion at blue circle point.Basically it is very small gap between blower and housing because if ski sitting for long time the housing getting corrode and build up. In a worst-case scenario, blower won't move or blower coating may damage as this motor.

Also pulley bearing is very stiff too.
